I am currently working at the Federal Trade Commision as Special Assistant to the Director, at the Bureau of Economics in Washington, DC. I will be back in Berkeley in August, 2002.
I am also very interested in developing and testing a positive theory of the judiciary. Some of my co-authors on this front are Emerson Tiller from the University of Texas, Austin, Matt Spitzer from USC, Ed Schwartz from Harvard, Brian Levy from the World Bank, and Rafael Gely from Chicago Ken Law School. I also study how regulations arise and how these regulations, in turn, affect the incentives of business. On this front, most of my research is in telecommunications, energy and airlines. Some of my collaborators on telecommunications research are Shane Greenstein, from UIUC, and Svein Ulset from SNF, Norway. Most of my current energy work deals with the movement towards a competitive electricity market. For the last two years I have been working with Shmuel Oren, Pravin Varaiya, and Felix Wu, all from Berkeley. Some of our recent work has created substantial opposition from the establishment. I also do substantial amount of research on airlines. My main concern has been the analysis of the evolution of the industry since deregulation, and in particular the role of hub and spoke networks. My recent collaborators are Jan Brueckner from UIUC, Steve Berry, Yale University and Mike Carnall, UIUC. Press here to see abstracts of some of my recent airline research.
I also work with both businesses and institutions as a consultant. Some
of the organizations I have worked with include: The World Bank, the Federal
Trade Commission, the Department of Transportation, the Mexico Energy Regulation
Commission, the Mexico Antitrust Commission, the United Nations, and the
