Research
My current research looks at the role institutions play in society and, in particular, regulatory institutions. A major focus of this research is the role that institutions play in providing credibility to regulatory and other policies. I also study how regulations arise and how these regulations, in turn, affect the incentives of business.

TOPIC Overviews

JUDICIARY
I am interested in developing and testing a positive theory of the judiciary. Some of my co-authors on this front are Emerson Tiller from the University of Texas, Austin, Matt Spitzer from USC, Ed Schwartz from Harvard, Brian Levy from the World Bank, and Rafael Gely from Chicago Ken Law School.

Institutions and Policy Determination
During my sabbatical year, at the CEDI (Center for the Study of Institutional Development) at the Universidad San Andres y Buenos Aires, I focused on developing a theory of Institutions and Public Policy Determination. This project was applied to Argentina, and will come out as a book. For a copy of its most recent version please contact my co-author, and Academic Director of the CEDI, Mariano Tommasi.

Telecommunications
Some of my collaborators on telecommunications research are Shane Greenstein, from UIUC, and Svein Ulset from SNF, Norway.

Energy / Electricity
Most of my current energy work deals with the movement towards a competitive electricity market. For the last two years I have been working with Shmuel Oren, Pravin Varaiya, and Felix Wu, all from Berkeley. Some of our recent work has created substantial opposition from the establishment.

AIRLINES
My main concern has been the analysis of the evolution of the industry since deregulation, and in particular the role of hub and spoke networks. My recent collaborators are Jan Brueckner from UIUC, Steve Berry, Yale University and Mike Carnall, UIUC.
